Weird. They're powdered, right? Maybe the certificate is in response to the anthrax scare from a few years back? You know, sort of a "this powder is not deadly" assurance.

I have no idea - the "whole" part made me think they'd still be in the shell, but who knows. Frankly, it sounds to me like a relic of America's more agricultural days, but I might be wrong - perhaps dried whole eggs are a popular export from certain parts of the country?
Feel free to gank - considering how many times it came up from a quick Google Image Search, I can't imagine anyone's claimed ownership of it. :)
