According to this article, Denmark is trying to put in a bid for ownership of the North Pole. This seems pretty stupid to me - I mean, there's not much more there than some ice and the occasional polar bear. I should know. But supposedly there are some resources there which make not only Denmark but also Russia interested in the area. So here's my angle: Why not follow the terms of the Organian Peace Treaty?

For those non-trekkies out there, the Organian Peace Treaty was founded to stop the fighting between the Federation and the Klingons, sometime in the 23rd century (I think it's a good measure of how far I've come in my recovery that I can't remember the exact year). The treaty itself also established a neutral zone between Federation and Klingon space, with the provision that any planets inside said neutral zone belonged to whichever empire proved itself better able to colonize it and utilize its resources.

So...there you go. Anyone who's interested in the North Pole (which certainly seems to be something of a neutral zone at the moment) has to build a settlement and prove that they can efficiently utilize its resources. A panel of neutral countries could judge who's doing the best job, based on both efficient resource extraction and how many people survive at each settlement. Hell, if we wanted to play this Sim-City like, we could always toss in the odd rampaging polar bear or ice-cap breakage into the mix...
