I was trying my mightiest to place that line the other day. I think it's from one of the issues of The Sandman, but I'll be damned if I can remember which one (or which character says it)...

You know, I thought it might have been Wednesday or Ibis too, but it looks like it does come from Sandman. I haven't read enough of Sandman to know what I'm talking about, but a quick stroll through google with the search string sandman prerogative children emperor suggests that the quote comes from Morpheus or Dream from "The Kindly Ones."

Of course, I might be confessing my ignorance there if Morpheus and Dream turn out to be the same character, but somehow I don't think they are. I'll need to set up camp at Barnes and Noble again to read those.

As a matter of fact, Morpheus and Dream are the same character. Also known by Onieros (to the Greeks), the Sandman, and any number of other names. What's kind of funny (as Gaiman points out in The Sandman Companion) is that while Dream has all of these names that people have given him, none of them are really his; even his basic name, "Dream", isn't really a name but a description of his function.

Definitely read the series. I'd send you mine, but I only have the the one set. =D

Well... wait, no, that'd be a spoiler for people who haven't read that far. I just think at least Morpheus could be called his name ^_^
