The big draw of bottled water in deep urban environments with old buildings is that the municipal supply might be awesome but within the building or neighborhood there might be all kinds of issues - lead solder, corroded pipes, regular outages... so drinking from a bottle isn't a bad idea. Alternately, in Eugene, the municipal supply apparently is considered too polluted to drink (dont blame them - last time I was there the air was all "Holy Mexico City, Batman!" and I drank from a gallon jug of botled water most of the time I was there.
